Examining Ukraine and Region using VDA

Ukraine is a country that is now on many people’s minds. It is easy to examine the geography of Ukraine in context of the region using VDA Web GIS.

The Visual Data Analytics (VDA) Web GIS supports worldwide applications. Explore characteristics of Ukraine and the surrounding area with only a browser. There is no cost. Follow the steps described below to get started.

• Start VDA Web GIS using a browser .. link to start VDA Web GIS.
– you will need to sign-up, then you can easily revisit.

– next you will see a form asking you to select a project.
– select the Situation & Outlook project.
– the opening view is the U.S. by county.

• Navigate to Kyiv, Ukraine
– Key in the name Kyiv in Find Address edit box and click Find Address button

U.S. Demographic-Economic Insights

The results of the Census 2020 will not provide us with a good picture of the United States demographic-economic situation, mainly as a result of limited scope subject matter. While the Census 2020 data are important due to their more accurate and up-to-date small area demographics, and data tabulated by census block, only a small number of demographic subject matter items are available from Census 2020. The scope of subject matter is limited by items tabulated based on the questionnaire.

In comparison, the annual American Community Survey (ACS) data provide a much broader range of subject matter. Based largely on the 2019 ACS (the most up-to-date with data for small area geography .. released in December 2020), ProximityOne has developed tools/data to develop demographic-economic insights for the most widely used types of geography.

ACS and related data and ProximityOne tools have been used to develop the U.S. demographic-economic insights report, reviewed here, illustrating the scope and organization of the data and how it can be used. U.S. National Scope Demographic-Economic Insights
View the U.S. National Scope Demographic-Economic Insights report develop using the ProximityOne Insights tool. This report is organized into two subject matter description columns, four statistical data columns and four subject matter groups. The first two statistical data columns present data based on the ACS 2019 1-year estimates. The second set of statistical data columns show data based on the 2019 ACS 5-year estimates (values centric to mid 2017). This report is a useful resource to compare/contrast data values based on the 1-year estimates side-by-side with the 5-year values. The four subject matter groups are reviewed below.

Creating Insights and Talking Points
The four subject matter groups provide a dense array of tabular statistical data that can be overwhelming to consume. Yet, not every topic can be distilled to just a few numbers. The scope of key data depends on the objective presentation, audience and desired talking points.

For example, a briefing or synopsis might include only 10-15 subject matter items such as … this report tells us that in 2019 (based on 2019 1-year estimates), the total resident population was estimated to be 328,239,523. The median age was 38.5 years. The percent high school graduates was 88.6%. The number of housing units was 139,686,209. The percent owner occupied housing units was 64.1%. These measures are roughly the same today, at the end of 2020, even with the pandemic impact. Some other measures in the report as not as reflective “as of today”.

While data shown here do not fully summarize the state of the Nation, there provide many insights. The same can said for any of the geographic areas covered. To obtain a better picture of the state of the Nation, we need supplementary subject matter, more up-to-date data and trending data that give clues into what’s happening.

The pandemic impacts on America’s cities in different ways .. some experiencing little change, others with massive change. When, where and how will these disparate patterns change in cities and communities of interest? How might this change impact you and your community? Of the nation’s 327.2 million people, an estimated 206.0 million (62.9%) live within an incorporated place. Of approximately 19,500 incorporated places, about 76 percent had fewer than 5,000 people and nearly 50 percent had fewer than 1,000 people. Examine characteristics of individual city population trends and compare cities in states, regions and peer groups using the interactive table below.

In examining the situation & outlook for a city it is important to examine characteristics of drill-down geography and adjacent cities/areas. Financing America’s Schools

.. as we look to restarting America’s economy, the nation’s public school systems face many questions and logistical issues.  Among these issues are a wide range of financial challenges.  Financing America’s public K-12 schools is supported by a mix of Federal, state and local funding.  In FY 2017, 13,311 regular public school districts reported total revenues of $679,925 billion derived from $51,212 billion federal (7.5%), $317,434 billion state (46.7%) and $311,278 billion local (45.8%) sources. These data are based on the school district finances (F-33) program data released by the Census Bureau in May 2019. Relating ZIP Codes and Census Tracts

.. what census tracts intersect with a ZIP code of interest? There are many reasons for the underlying the need to convert/equivalence ZIP codes to/from census tracts. Some organizations have to provide census tract codes for addresses/ZIP codes of clients to be in compliance with a law or regulation. Some organizations have addresses/ZIP codes of clients/locations for which they would like to determine the corresponding census tract codes to analyze census tract demographics. This post reviews tools and options for these operations. See related Web section to access interactive table and learn more about mapping and geospatially relating these two geographies.

Using the Interactive Table
Use the ZIP code to census tract interactive table (opens new page) to answer questions such as:
• Which census tracts intersect with a ZIP code of interest?
• Which ZIP code(s) intersect with census tract(s) of interest?
• What is the Census 2010 population for a census tract and ZIP code combination?

The interactive equivalence/look-up table shows a row for each unique combination of a Census 2010 ZIP code area and Census 2010 census tract. The start-up view is sorted on the State-County-Tract column (StCtyTract). View ZIP codes in one state using the State selection button. To locate a ZIP code of interest, either use the Find ZIP query or sort on the ZIP code column and then scroll down the table until the ZIP of interest is located.

Example. Click Find ZIP button using the interactive table (opens new page) to view only the tracts intersecting with ZIP code 85258 (as shown in map view above). The Location 1 marker (see pointer in map) is located in the area intersecting ZIP code 85258 and census tract 2168.13. The refreshed table view is shown by the graphic below. There are nine tracts intersecting with this ZIP code; see the tract codes in the table.

Try this for a ZIP of interest:
• View the interactive table (opens new page).
• Click the Showall button below table.
• Key in your 5-digit ZIP code in edit box where 85258 now shows.
• Click Find ZIP button.
• Table refreshes showing only tracts intersecting with this ZIP code.

Scope of Tracts and ZIPs in Table
There are 150,806 rows in the table, each showing a unique combination of a census tract (73,057 Census 2010 tracts) and ZIP code area (33,120 Census 2010 ZCTAs). Each row represents an intersection of the specified census tract and ZIP code area and corresponds to a geographic area of one census block or more. The total population and housing units values have been derived by summing component census block values. The sum of the population column is 308,745,538, the United States Census 2010 total population.

American Community Survey 2018: Geography & Access

.. there are 519 core-Based Statistical Areas (metros & micros) included as American Community Survey (ACS) 2018 tabulation areas. 2018 demographic-economic estimates are included for these and many other types of political/statistical areas — the subject of this section. The 2018 American Community Survey (ACS 2018 main) is a nationwide survey designed to provide annually updated demographic-economic data for national and sub-national geography. ACS provides a wide range of important data about people and housing for every community across the nation. The results are used by everyone from planners to retailers to homebuilders and issue stakeholders like you. ACS is a primary source of local data for most of the 40 topics it covers, such as income, education, occupation, language and housing.

Determining What Data are Tabulated
The graphics below illustrate 1) the scroll section that lists the types of tabulation areas (summary levels) and 2) use of the interactive table to display a selection of CBSAs/metros (summary level 310).

ACS 2018 1-Year Summary Levels
The scroll section (see in web page) shows the summary level code (left column), part or component if applicable and summary level name.

ACS 2018 1-Year Estimates — Areas Published — Interactive Table
The interactive table (click link to view actual interactive table) enables you to list the geographic areas tabulated. This graphic shows CBSAs (MSAs and MISAs) tabulated. GeoID1 shows the unique tabulation area geocode for an area among all areas. GeoID1 inlcudes the summary level (first 3 characters), followed by state FIPS code where applicable, ‘US’ and finally the geocode for the specific area.

Examining HMDA/CRA Census Tract Demographics

.. the ability to effectively analyze low, moderate, middle, and upper income population and households by small area geography is important to housing market stakeholders, lenders, investors, cities/neighborhoods and others. Low and moderate income data by block group and census tract are used for compliance, eligibility determination and program performance in many Federal programs and agencies. See the main Web page for more detail.

This section reviews the scope and use of the FFIEC 2019 HMDA/CRA census tract data (released September 2019). Use the interactive table to view, rank, compare selected items from these updated data for any/all tracts. Use GIS tools with these data to map and geospatially analyze these data as illustrated and further described as illustrated here. Low & Moderate Income Population by Census Tract
Low, moderate, middle, upper income classification by census tract is based on the median family income of a specific census tract relative to the metropolitan statistical area (MSA) or non-MSA area in which the tract is located. The FFIEC data include a “low and moderate income indicator”:
1 – Low — MFI is less than 50% of the MSA/parent area MFI
2 – Moderate — MFI is from 50% to 80% of the MSA/parent area MFI
3 – Middle — MFI is from 80% to 120% of the MSA/parent area MFI
4 – Upper — MFI is 120% or more of the MSA/parent area MFI
0 – NA — MFI is 0 or not available
where MFI is the Median Family Income

Low and moderate income designation is closely associated with implementation of the Home Mortgage Disclosure Act (HMDA) and the Community Reinvestment Act (CRA) and is a widely used in many other applications as a measure of economic prosperity.

Using the Interactive Table
Use the interactive table to examine individual tracts or sets of tracts as to their low and moderate income status and related demographics. The following view illustrates use of the table. Clicking buttons below table, this sequence of steps was used to obtain this view:

  >this selects tract in CBSA 26420 (Houston) that are low or mod
– click “Status Cols”
The table refreshes to show 470 tracts that are low/mod in this metro.
Finally, click the column header “Tract MFI %Region” to sort in descending order.

View your areas of interest. Start the steps over and use your CBSA code for a metro of interest.

Census Tract Demographic-Economic Characteristics & Trends

..  Census tract demographics are used in wide-ranging public and private sector applications to examine patterns and characteristics of sub-county areas. Tract level data from Census 2000Census 2010 and the American Community Survey (ACS) can be used to analyze trade/market areas, neighborhoods and other small area study areas. But what about more current data and trends since 2010? What about business establishment data and other subject matter not included in either the census or ACS data?

There are no current demographic-economic census tract data available from the Census Bureau or other Federal statistical programs. Annually released ACS 5-year estimates are available by census tract but are for 5-year periods and dated. The most recent census tract level ACS data are based on the ACS 2017 5-year estimates (ACS 1317). Those data are not for the year 2017 but estimates for ACS survey respondents for the 5 year period 2013-2017; centric to mid-2015.

Replicate the following graphic using the interactive table. This view was produced by clicking the Pop17 button below the table to select only tracts with a ACS 2017 population between 3,500 and 4,500. Then the $MHI columns button was clicked to view only selected columns. Finally the qualifying tracts were sorted in descending order by clicking the $MHI Change column header cell.

Based on these estimates, tract 04013105004 in Maricopa County, AZ is top ranked, where the $MHI increased by $97,723 from the ACS 2012 5-year period to the ACS 2017 5-year period.

The Value of Demographic Insights

.. its a global thing, a community thing, a business thing, a personal thing … demographics tell us about how, when, where we have changed and how we might change in the future .. and how that change might impact you .. us.

How & Why are County Demographics Changing?
The following graphic shows how counties have gained population (blue and green) and lost population (orange and red) during the period 2010 to 2018. An example of the “tip of the iceberg,” the above model-based demographic data have been developed for use in developing the more detailed American Community Survey annual demographic data — annual updates on demographics down to the block group level of geography. ~217,000 areas covering the U.S. wall-to-wall.

Valuation of Demographic Insights
Having the required demographic data is needed before value can be assigned to their use. It’s really not possible to value demographic data or insights on a financial basis alone. But here are some considerations. One way to assign a value to demographic data is on the cost basis. The above data have been developed by the Census Bureau. But they are not free to develop — the costs for the Federal programs to produce them and the cost for others providing access to the data and using them.

These demographic data enable an unestimable number of studies that result in an unestimable set of decisions in the private and public sector. Many evolve into useful insights, but certainly not all.

Census 2020 is will cost in excess of $16 billion. That’s just to get the data out there. The value of these demographic data have to be in the many trillions or much more. Plus, these demographics enable things that can be done that cannot be done with any other set of demographic data. This “uniqueness thread” runs through many demographic data programs. What is the value of being able to apportion Congress, state legislatures and thousands of other governmental bodies?

How to assign value to one decision based substantially on geodemographics?

What about the byproducts? Census 2020 relies heavily on the Census produced (with the indispensable involvement of regional governments) TIGER/Line geographic database. In essence, we have a demographic data program producing a geographic database. It can be argued that the public use TIGER database is the most valuable past of the decennial census. TIGER provides the digital map database undergirding all widely used mapservers such as Google maps and Bing. It provides the unique and near comprehensive set of standardized geographic data going down to the intersection-to-intersection street segment. It enables a near infinite set of Geographic Information System (GIS) applications.

The above addresses mainly matters of demographic data developed on a national scale. All businesses deal in their own demographics daily. This set of demographic data minimally includes staff and related consultants, etc. plus prospects and clients/customers. Many businesses do not take advantage of the potential benefits of having these data. They can often do more to use their own data, and data of competitors and about the market, to develop improved plans to meet their goals.
